Kansas City Housing Gateway Landlord Engagement Request for Qualifications

The Kansas City Housing Gateway Program (KCHG) is the City of Kansas City’s initiative to reduce and prevent homelessness by connecting people experiencing housing instability to a coordinated system of resources, support, and housing placement. The KCHG will provide assistance to resolve homelessness through two primary tracks:

  • Encampment Decommissioning – Connecting eligible individuals to housing, using a new Municipal Voucher Program (city-funded rental subsidies), leveraging market rate rental units provided through partnerships with private landlords.
  • Rapid Resolution – Deploying flexible funds to accelerate shelter exits through immediate resolution of housing crises — covering one-time costs like deposits, identification, transit, or short-term stays — that prevent or quickly end homelessness.

Under the direction of the City of Kansas City, Missouri Housing Department, United Way will serve as third-party administrator (TPA) for the Kansas City Housing Gateway program.

United Way is seeking a qualified entity able to provided landlord engagement services, including the recruitment of landlords able and willing to make rental units available to unhoused residents exiting homeless encampments in Kansas City Missouri’s urban core.
